Das Deutsche Kaiserreich ist in der wissenschaftlichen Literatur perspektivisch umfassend erschlossen. Die Haushaltspolitik der Bismarckzeit ist bis heute jedoch weitgehend im Dunkeln verblieben. Diese Arbeit beschreitet insoweit Neuland, da der Etat erstmals digital aufbereitet und so einer Analyse zugänglich gemacht wurde.Neben der rein deskriptiven Statistik über die Einnahmen und Ausgaben in den Jahren 1871-1890 wird die darüber hinausgehende Frage gestellt, welche Verfassungsorgane ihren Einfluss auf die Erstellung des Etats geltend machen konnten. Der Haushalt bedurfte zwar der Zustimmung des Reichstags, dieser konnte in kontroversen Themen aber nur sehr selten eigene Ansätze durchsetzen. Auf der anderen Seite scheitere Bismarck als Innenpolitiker mit seinen oft weitreichenden Reformprojekten nicht selten am Widerstand des Parlaments. Die Arbeit nähert sich den Grenzen des Einflusses von Parlament und Kanzler an und schließt mit der These, der Parlamentarismus im Kaiserreich sei vor allem als „Sperrparlamentarismus" aufgetreten, der für das Parlament nachteilige Projekte verhinderte, selbst aber kaum politische Akzente setzen konnte.
